Актуальность темы настоящего исследования обусловлена необходимостью оценки действующих военно-политических механизмов при решении задач Военно-морским флотом Российской Федерации во внешнеполитической деятельности России, определенных в документах политического, доктринального, стратегического и правового характера. Цель исследования – анализ состояния реализации задач визитов и деловых заходов Военноморского флота России, демонстрации силы и боевой работы в условиях проведения спецоперации на Украине. Задачами исследования стали: анализ информации и данных открытого доступа о количестве визитов и деловых заходов Военно-морского флота России за период с 2018 по 2022 год; контент-анализ отдельных положений документов политического, доктринального, стратегического и правового характера, определяющих современный вектор развития морской деятельности в России до 2030 года; анализ исследований современных российских ученых – военно-морских специалистов, гражданских политологов по проблематике задач российского военного флота во внешней политике государства и т.д.; формулирование выводов о направлениях трансформации задач Военно-морского флота России во внешнеполитической сфере с учетом провведения спецоперации в Украине. Методология. В исследовании использованы общенаучные методы исследования – анализа и синтеза информации при включении методов политического анализа и политического прогнозирования. Применен политико-правовой подход к исследованию. Учтены факты политической реальности конца февраля – начала марта 2022 года. Результаты. Авторами обоснована трансформация задач российского военного флота при реализации внешнеполитического направления своей деятельности. Выводы. Дана оценка действующим военно-политических механизмам при решении задач Военноморским флотом Российской Федерации во внешнеполитической деятельности России.
The relevance of the topic of this study to the tasks of the Navy of the Russian Federation in the implementation of Russia's foreign policy activities. The tasks of the Russian navy are defined in political, doctrinal, strategic and legal documents. The purpose of the study is to analyze the state of implementation of the tasks of visits and business calls of the Russian Navy, demonstration of strength and combat work in the conditions of a special operation in Ukraine. The objectives of the study were: analysis of information and open access data on the number of visits and business calls of the Russian Navy for the period from 2018 to 2022; content analysis of certain provisions of documents of a political, doctrinal, strategic and legal nature that determine the modern vector of development of maritime activities in Russia until 2030; analysis of the research of modern Russian scientists - naval specialists, civilian political scientists on the problems of the tasks of the Russian navy in the foreign policy of the state, etc.; formulating conclusions about the directions of transformation of the tasks of the Russian Navy in the foreign policy sphere, taking into account the conduct of a special operation in Ukraine. Methodology. The study used general scientific research methods - analysis and synthesis of information, including the methods of political analysis and political forecasting. The political and legal approach to the study is applied. The facts of the political reality of the end of February – the beginning of March 2022 are taken into account. Results. The authors substantiate the transformation of the tasks of the Russian navy in the implementation of the foreign policy direction of its activities. Conclusions. The assessment of the current military-political mechanisms in solving the tasks of the Navy of the Russian Federation in the foreign policy activities of Russia is given.
