Актуальность. В статье анализируется развитие и функционирование системы здравоохранения Чкаловской области накануне Великой Отечественной войны в контексте общесоюзной политики охраны здоровья населения. На основе документов Объединённого государственного архива Оренбургской области, нормативных актов и опубликованных источников рассматриваются обеспеченность региона медицинскими кадрами и сетью лечебно-профилактических учреждений, их соответствие среднесоюзным показателям, специфика сельского и совхозного здравоохранения. Показано противоречие между быстрым количественным ростом медицинской сети и низкой эффективностью ее работы.

Цель ‒ определить особенности развития и функционирования системы здравоохранения Чкаловской области накануне войны, выявив ее кадровые, материальные и организационно-финансовые возможности и ограничения.

Задачи

Задачи: проследить динамику обеспеченности области медицинскими кадрами и сетью учреждений в 1930-е годы и сопоставить ее с общесоюзными показателями; выявить ключевые организационные и управленческие проблемы областного и районного здравоохранения и их влияние на готовность системы к войне; охарактеризовать состояние санитарно-противоэпидемической службы, иммунопрофилактики и санитарно-просветительной работы, выделив их сильные и уязвимые стороны.

Методология базируется на принципах научности, объективности и историзма, сочетает системный подход, элементы системного анализа, общенаучные методы (анализ, синтез) и специальные исторические методики (проблемно-хронологическую, сравнительно-историческую).

Результаты носят историко-прикладной характер и заключаются в реконструкции реального потенциала регионального здравоохранения накануне войны и степени его соответствия задачам мобилизационного периода.

Вывод

Вывод. Чкаловская область подошла к войне с формально развернутой, но структурно и ресурсно напряженной системой здравоохранения: значительная часть учреждений отличалась невыполнением плановых показателей, низкой организацией труда и контроля, слабой профилактической и выездной работой, формальным использованием санитарно-эпидемиологической инфраструктуры, что требовало глубокой перестройки в военный период.

Relevance

Relevance. The article analyzes the development and functioning of the healthcare system in Chkalov Region on the eve of the Great Patriotic War in the context of the all-Union public health policy. Based on records of the United State Archive of Orenburg Region, normative acts and published sources, it examines the availability of medical personnel and the network of healthcare facilities, their compliance with average USSR indicators, as well as the specific features of rural and state-farm healthcare. The contradiction between the rapid quantitative growth of the medical network and the low efficiency of its work is demonstrated.

Purpose ‒ to identify the specific features of the development and functioning of the healthcare system of Chkalov Region on the eve of the war by revealing its human, material and organizational-financial capacities and limitations.

Objectives

Objectives: the research seeks to trace the dynamics of staffing levels and the expansion of healthcare facilities in the 1930s and compare them with all-Union averages; to reveal key organizational and managerial problems at regional and district levels and assess their impact on wartime readiness; to characterize the state of the sanitary-anti-epidemic service, immunization and health education, highlighting their strengths and vulnerabilities.

Methodology

Methodology. The study is based on the principles of scientific rigor, objectivity and historicism, combines a systems approach, elements of systems analysis, general scientific methods (analysis, synthesis) and special historical methods (problem-chronological and comparative-historical).

Results

Results. The findings are of historical and applied nature and reconstruct the real potential of regional healthcare on the eve of the war and the extent to which it met the requirements of the mobilization period.

Conclusion

Conclusion. Chkalov Region entered the war with a formally developed but structurally and resource-strained healthcare system: many institutions failed to meet planned indicators, demonstrated poor organization of work and control, weak preventive and outreach activities, and only formal use of sanitary-epidemiological infrastructure, which made profound wartime restructuring necessary.
