Актуальность. Отношения между Россией и Таджикистаном имеют комплексный характер, они развиваются в политической, экономической, военной, культурной и других сферах. Между двумя странами установлены и развиваются постоянные политические контакты на высшем уровне. В последние годы растет объем российско-таджикского внешнеторгового оборота. Отмечаются успехи в развитии стратегического партнерства двух стран и в других сферах. Перечень успехов можно продолжить, однако автор хотел бы больше внимания уделить проблемам в российско-таджикских отношениях. Перспективы связей двух стран в немалой степени зависят от развития достигнутых успехов. Однако в гораздо большей степени они зависят от умения найти решения существующих сегодня проблем в отношениях России и Таджикистана. Одна из таких проблем состоит в необходимости умелого сочетания стратегии и тактики российско-таджикских связей. С этой точки зрения в статье будут рассмотрены три ситуации в отношениях России и Таджикистана. Первая из них связана со строительством Рогунской ГЭС, вторая – с трудовой миграцией граждан Таджикистана в Россию, третья – с вопросом о вступлении Таджикистана в Евразийский экономический союз. Цель исследования состоит в определении перспективных направлений развития отношений между Россией и Таджикистаном. Задачи: проанализировать имеющиеся в российско-таджикских отношениях проблемы, рассмотреть их причины, предложить варианты их решения. Методология исследования основана на системном и синергетическом подходах, а также на методах гармонизации стратегии и тактики внешнеполитической деятельности. Результаты. Рассмотрены проблемы, связанные с сооружением Рогунской ГЭС, трудовой миграцией и возможным вступлением Таджикистана в ЕАЭС, даны рекомендации по решению этих проблем. Выводы. Проблемы в отношениях России и Таджикистана связаны с несогласованностью их стратегии и тактики. Для их решения необходимо гармонизировать стратегические цели и тактические действия России и Таджикистана в рассматриваемых сферах.
Annotation. Relations between Russia and Tajikistan are complex; they develop in the political, economic, military, cultural and other spheres. The two countries have established and are developing permanent political contacts at the highest level. In recent years, the volume of Russian-Tajik foreign trade turnover has been growing. Progress is noted in the development of strategic partnership between the two countries and in other areas. The list of successes can be continued, but the author would like to pay more attention to the problems in Russian-Tajik relations. The prospects for relations between the two countries to a large extent depend on the development of the successes achieved. However, to a much greater extent they depend on the ability to find solutions to the problems existing today in relations between Russia and Tajikistan. One of these problems is the need for a skillful combination of the strategy and tactics of Russian-Tajik relations. From this point of view, the article will examine three situations in relations between Russia and Tajikistan. The first of them is connected with the construction of the Rogun hydroelectric power station, the second - with the labor migration of citizens of Tajikistan to Russia, the third - with the question of Tajikistan's joining the Eurasian Economic Union. The purpose of the study is to identify promising directions for the development of relations between Russia and Tajikistan. Objectives: to analyze existing problems in Russian-Tajik relations, consider their causes, and propose options for their solution. The research methodology is based on a systemic and synergetic approach, as well as on methods of harmonizing the strategy and tactics of foreign policy. Results. Problems related to construction of the Rogun hydroelectric power station, labor migration and possible entry of Tajikistan into the EAEU were considered, recommendations were given to solve these problems. Conclusions. Problems in relations between Russia and Tajikistan are associated with the inconsistency of their strategies and tactics. To solve them, it is necessary to harmonize strategic goals and tactical actions of Russia and Tajikistan in the areas under consideration.
