Актуальность. Исследование истории Великой Отечественной войны остаётся одной из самых актуальных проблем в отечественной историографии. Существуют различные точки зрения на отдельные проблемы истории Великой Отечественной войны, требующие научной обоснованности, объективного подхода в их освещении и оценке. Одной из таких проблем является жизнь гражданского населения на временно оккупированных территориях, особенности оккупационного режима и политическое сотрудничество населения отдельного региона с фашистскими оккупантами. Цель статьи заключается в том, чтобы, основываясь на исследовании подлинных архивных данных и другой исторической литературы, дать анализ формирования и деятельности Старооскольской городской управы на временно оккупированной территории Старооскольского района. Задачи: обозначить особенности формирования Старооскольской городской управы; дать характеристику всесторонней деятельности Городской управы Старого Оскола и выявить обстоятельства, отразившиеся на её осуществлении. Методология. Статья основа на общих принципах историзма, научной объективности и социального подхода. Результаты научного исследования позволили сделать определённые выводы по процессу постепенного формирования Старооскольской городской управы в период временной оккупации немецковенгерскими войсками, по не совсем эффективным попыткам проведения социально-экономических мероприятий для организации жизни граждан Старого Оскола в период с августа 1942 по январь 1943 года. Выводы. Автор приход к выводу о том, что сотрудничество местного населения с оккупантами имело вынужденный характер и деятельность Городской управы в условиях временной оккупации не могла быть эффективной.
Relevance. The study of the history of the Great Patriotic War remains one of the most pressing problems in Russian historiography. There are different points of view on certain problems of the history of the Great Patriotic War, which require scientific validity, an objective approach in their coverage and evaluation. One of these problems is the life of the civilian population in the temporarily occupied territories, the peculiarities of the occupation regime and the political cooperation of the population of a particular region with the fascist occupiers. The purpose of the article is to analyze the formation and activities of the Starooskolsk City Administration on the temporarily occupied territory of the Starooskolskiy District, based on the study of authentic archival data and other historical literature. Objectives: to outline the peculiarities of the formation of the Starooskolsk City Council; to characterize the comprehensive activities of the City Administration of Stary Oskol and identify the circumstances that affected its implementation. Methodology. The article is based on the general principles of historicism, scientific objectivity and social approach. Results of the scientific study made it possible to draw certain conclusions on the process of gradual formation of the Stary Oskol City Council during the period of temporary occupation by the German-Hungarian troops, on not entirely effective attempts to carry out socio-economic measures to organize the life of the residents of Stary Oskol in the period from August 1942 to January 1943. Conclusions. The author came to the conclusion that the cooperation of the local population with the occupiers was forced and the activities of the City Council under the conditions of temporary occupation could not be effective.
