Актуальность данного исследования определяется новыми вызовами государству и обществу, которые принесла пандемия COVID-19 и обусловленные ею социально-экономические проблемы, а также социальные и политические риски. В этих условиях роль государства и его социальной функции кратно возрастает, что требует новых подходов и адекватной реакции на сложившиеся вызовы. Без научного анализа данной проблематики невозможно повышение эффективности социальной политики государства как основного фактора формирования социального государства, что усиливает актуальность нашей работы.Цель исследования – провести политический анализ социальной политики российского государства в условиях появления новых социально-политических рисков, вызванных пандемией коронавирусной инфекции.Задачами исследования стали: анализ социально-политических проблем государства в период пандемии; выявление мер социальной поддержки граждан со стороны государства; обоснование повышения эффективности социальной политики как условия формирования социального государства.Методология. При подготовке статьи использованы общенаучные методы анализа и синтеза информации, сетевой анализ и мониторинг ситуации. Базу источников составили нормативные документы, труды ведущих российских и зарубежных экспертов, исследующих данную проблематику, выступления главы государства и членов правительства.Результаты. На основе анализа социально-политических проблем государства в период пандемии выявлены меры социальной поддержки граждан со стороны государства, что дало возможность обоснования направлений повышения эффективности социальной политики как условия формирования социального государства.Вывод. У России, как показывает практика последних лет, есть довольно большой потенциал и ресурсы для реализации концепта социального государства. Ряд мер, делающих наше государство истинно социальным, уже закреплено в обновленной Конституции, дело лишь за реализацией. Это крайне важно для страны в период санкций и вызовов пандемии, реализация принятых решений в регионах и муниципалитетах на данный момент – самое проблемное место в сформированной системе управления государством.
The relevance of this study is determined by the new challenges to the state and society brought by the COVID - 19 pandemic and the socio-economic problems caused by it, as well as social and political risks. Under these conditions, the role of the state and its social function increases exponentially, which requires new approaches and an adequate response to the current challenges. Without a scientific analysis of this issue, it is impossible to increase the effectiveness of the social policy of the state as the main factor in the formation of a social state, which enhances the relevance of our work.The purpose of the study is to conduct a political analysis of the social policy of the Russian state in the face of the emergence of new socio-political risks caused by the coronavirus pandemic.The objectives of the study were: 1) analysis of the socio-political problems of the state during the pandemic; 2) identification of measures of social support of citizens from the state; 3) justification for increasing the effectiveness of social policy as a condition for the formation of a welfare state.Methodology: when preparing the article, general scientific methods of analysis and synthesis of information were used. Based on network analysis and situation monitoring. The base of sources was made up of normative documents, the works of leading Russian and foreign experts investigating this issue, speeches by the head of state and members of the government.Results. Based on the analysis of the socio-political problems of the state during the pandemic, measures of social support for citizens from the state were identified, which made it possible to substantiate directions for increasing the effectiveness of social policy as a condition for the formation of a welfare state.Conclusion. Russia, as the practice of recent years shows, has a fairly large potential and resources to implement the concept of a welfare state. A number of measures that make our state truly social are already enshrined in the updated Constitution, it's just a matter of implementation. This is extremely important for the country during the period of sanctions and challenges of the pandemic, the implementation of the decisions made in the regions and municipalities is currently the most problematic place in the formed system of government.
