Aim and Scope
The journal as a part of the Russian and university scientific information system has the following goals:
- accumulation of promising and original results of fundamental and applied research conducted by Russian and foreign scientists in the field of historical, political and legal sciences of high quality, their dissemination and promotion;
- development of the human resources of Russian historical, political and legal science;
- expansion of professional dialogue sphere, presentation of various points of view, ideological concepts, methodological approaches for Russian and foreign scientists conducting research in the field of historical, political and legal sciences;
- creating conditions for ensuring scientific continuity through the publication of articles by leading and young scientists.
The achievement of the stated goals and the implementation of the mission of the journal is directly related to the solution of the following objectives:
- presentation of scientific and practical achievements in the field of historical, political and legal sciences, improving the scientific and practical qualifications of historians, political scientists, lawyers;
- development of scientific legal doctrine;
- formation of scientific and innovative components of the university environment and promotion of the main achievements of historical, political and legal sciences;
- stimulating the use of new scientific developments and ideas;
- identification of scientific potential;
- development of fruitful cooperation, involvement of world-class scientists;
- introduction of young scientists to scientific activity;
- conducting open scientific polemics, contributing to the improvement of the quality of dissertation research, the effectiveness of scientific papers’ examination, the development of scientific schools

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
A double-blind peer review method is mandatory for processing of all scientific manuscripts submitted to the editorial stuff of "Proceedings of Southwest State University. Series: History and Law". This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer. The manuscripts are sent to two reviewers for evaluation.
- Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 6-8 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
- Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
- to accept the paper in its present state;
- to invited the author to revise their manuscript to address specific concerns before final decision is reached;
- that final decision be reached following further reviewing by another specialist;
- to reject the manuscript outright. - If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
- We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
- If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
- The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
- Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
- Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
- Original reviews of submitted manuscripts remain deposited for 3 years.
Publishing Ethics
The editorial policy is based on the compliance with the requirements of publishing ethics when preparing and publishing the journal. The requirements concern all the participants involved in the editorial and publishing process: authors, editors, reviewers, and publishers. The journal editorial staff are guided by the recommendations of the Committee on Publications Ethics (COPE), Declaration “Ethical Principles of Scientific Publications” (adopted by the AIRP).
The Editorial Board is directly responsible for preventing unfair practices in publishing activities. All articles in which lack of conscientiousness or unethical behaviour of participants is detected will be immediately retracted even after being published).
Editorial ethics provides for a fair and objective peer review process, independent of commercial and vested interests.
Editorial Board Responsibilities
- The Editorial Board is responsible for the content of the published materials, their reliability and scientific significance.
- The Editorial Board accepts for reviewing manuscripts regardless of nationality, gender, religious views or other subjective qualities of authors.
- The Editorial Board respects Authors’ intellectual property rights not allowing the transfer of copyright materials to third parties, except for reviewers and editorial staff, without consent of the authors.
- The Editorial Board ensures the confidentiality and anonymity of reviewing.
- The Editorial Board does not work with manuscripts in respect of which there is a conflict of interest.
- The Editorial Board of the journal publishes information on corrections, refutations, and retractions if necessary.
Authors’ responsibilities
- The author submits original and previously unpublished materials for consideration and does not submit the article to more than one journal at the same time.
- The author ensures that the submitted article contains all references to the cited authors and/or publications stipulated by the current legislation on copyright, that the author has obtained all necessary permissions concerning the results, facts and other borrowed materials used in the article.
- The author guarantees that the article manuscript does not contain materials that are not subject to publication in public media in accordance with the current legislative acts of the Russian Federation, and its publication and distribution will not lead to the disclosure of sensitive information.
- The author duly quotes his/her previous works and avoids self-plagiarism in the article and artificial increase of the number of publications.
- The author informs the editorial board of a potential conflict of interest.
- The author indicates all sources of research funding, including direct and indirect financial support.
- All the authors shall agree to be included in the list of authors (only persons who have made a significant contribution to the study are included) and approve the publication version of the paper.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
"Proceedings of Southwest State University. Series: History and Law" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in "Proceedings of Southwest State University. Series: History and Law", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Proceedings of Southwest State University. Series: History and Law" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
